I need some help.

I have a feeling I'm going to feel stupid for asking this...But, I'm asking anyways.

I want to use a picture for a siggy pic, but I think that it's too big. So, I want to down-size it.

But! I have no freaking idea how to do that. (XD)

This is where you come in.

If any of you could either, A) tell me how to down-size a picture; or B) down-size the picture for me, I'd be sooo flipping happy. (Although, I'd definitely appreaciate option B more, since I'm a computard. X3)
